The process for obtaining permits to build a new power plant in Missouri is very rigorous. CU has worked for several years to make sure the new unit will be one of the cleanest in the nation.
Permitting will ensure that, with the new unit, local emissions from CU facilities will continue to decline.

Prevention of Significant Deterioration Permit Application
In accordance with Missouri law, City Utilities of Springfield submitted an air permit
application to the Department of Natural Resources for the construction of an additional
coal generating unit at the existing Southwest Power Station. The application includes a
project description, emission estimates, a section on rules, regulations and compliance,
control technology analysis and more.
Amended Prevention of Significant Deterioration Permit
This Missouri Department of Natural Resources document shows modifications to the original permit application
following review and approval by an independent hearing officer appointed by the Missouri Air Conservation Commission.
Air Quality Modeling Study
These studies, conducted as part of the Department of Natural Resources permitting process, shows
the methodology and results of Class I and II air quality modeling for the proposed addition of
a coal generating unit at Southwest Power Station.
Missouri Department of Natural Resources Permit
Based upon the Prevention of Significant Deterioration Permit Application, the Missouri
Department of Natural Resources issued a permit for the construction of an additional coal
generating unit at the existing Southwest Power Station.
