Changes to CU’s Executive Leadership Team
City Utilities Announces Changes to Executive Leadership Team
City Utilities is pleased to announce the promotions of three employees to positions on the Executive Leadership Team. These changes will become effective on July 3, 2023.
“As we look to the future, we are thrilled for the opportunity to promote three employees from within who have diligently served our customers for many years,” said Gary Gibson, City Utilities’ President and CEO. “I’m excited for these opportunities and I’m confident these individuals will continue our path of providing world class services and exceptional value to our customers.”

Krista Shurtz
Krista Shurtz will be promoted to Vice President – Natural Gas and Water Operations. Krista, who currently serves as the Director of Rates and Fuels, has been with CU for 16 years and worked in CU’s Natural Gas and Water areas prior to her current role. She is a registered Professional Engineer with a Bachelor of Science degree in Civil Engineering from the University of Kansas. She obtained a Master of Science degree in environmental engineering from Clemson University during an Applied Health Physics Fellowship with the Department of Energy.

Warren Brooks
Warren Brooks will be promoted to Vice President – Electric Operations. Currently the Director of Electric Transmission and Distribution, Warren is a 21-year veteran of CU with a Bachelor of Science in Electrical Engineering from Missouri S&T and is a Registered Professional Engineer.

Kelly Turner
Kelly Turner will be promoted to Vice President – Customer Operations and Communications and has been with CU since 2015. Currently, he serves as Director of Power Generation at the John Twitty Energy Center and has also served as the Director of Transit. Prior to CU, he was Vice President and Business Development Leader at Olsson Associates. He has a Bachelor of Science in Civil Engineering from Missouri S&T and is a Registered Professional Engineer.
The Executive Leadership Team (ELT) is a team of experienced utility professionals who work to ensure the services provided by City Utilities are reliable and of exceptional value to our community.
